A strategic partner for digital rights and IP infrastructure
We build the infrastructure through which rights in works, inventions, trademarks and cultural assets are established, managed and exploited in the digital environment. The system is already running in production with eleven modules, and the next stretch is putting it into service at sector scale. That is the stretch we would like to walk with a partner.
Why this project exists
Vietnam's cultural and intellectual property assets are scattered across a great many places, most without a persistent identifier, without a common field set, and unable to interoperate. As a result, rights in them are hard to look up when needed, hard to prove in a dispute, and hard to exploit commercially.
Decree 277/2026/ND-CP has set the framework for this, together with the National Digital Cultural Data Repository and its connection milestones. Our part is the technical layer underneath, so that each organisation can meet those requirements without rebuilding from scratch a system that many others need as well.

Eleven modules stand on one rights data foundation, each serving its own group of users and deployable on its own. Nine of them are live; the remaining two are complete but waiting on legal conditions outside the software.
Rights recording and publication

A partner for the road ahead
The software is the part we have finished, so what is missing is not technical. We are looking for an individual or company who brings all three of the following, because without any one of them the other two are hard to put to work.
A long horizon
Data infrastructure takes years to find its footing, and that is not a stretch of time money can shorten. We are looking for someone whose expectations run on that same horizon and who can go the distance.
Familiarity with the public sector
Most of the system’s customers are public authorities and state institutions, which work to master plans, programmes and budgets at the pace of the public sector. Someone already at home in that world tends to move far faster than someone finding the way from scratch.
Sector expertise
It might be heritage management, intellectual property, or experience taking a product into service at greater scale than ours today. Any of those will do, so long as the depth is real.
Current state, roadmap and possible forms of partnership are presented in full in a direct meeting, where the conversation can go both ways. This page is not an offering document and states no investment terms.
What a partner gets
We talk about position and what is already in hand rather than about returns, because figures only mean something inside a specific conversation.
A position in infrastructure still taking shape
The legal framework for this field is only now taking shape, and the position of someone joining at this point is quite different from that of someone joining once the market has settled.
Several revenue streams, not one customer group
Eleven modules serve five distinct customer groups, from public authorities through to businesses and individuals, and each module can be deployed on its own. Revenue therefore does not rest on a single group.
The system exists; this is not a start from zero
Most of the system is already in production, while two modules are complete and waiting only on external legal conditions. The costliest money and time for those have already been spent.
The compliance work is done
Standards-based digital signatures, e-invoicing, four international metadata standards, personal data protection and the fee formula under Decree 17/2023 are all done. This is the part that takes years, and the part hardest to shortcut.
A real say in direction
We are looking for someone to decide direction with us rather than for passive capital, so the form of participation is worked out case by case.

We commit to
- Data you contribute belongs to you. Contributing data does not alter copyright or related rights in the work.
- Export of your data in open standards at any time, so you are not locked into one supplier.
- Stating plainly what the system cannot yet do, and recording that status in the documents we send you.
- Surveying scope before quoting, and issuing written quotations with a stated validity period.
What we cannot do yet
We raise these here because they are what you would meet along the way, and knowing in advance is always easier than finding out later.
- We are not a collective management organisation and do not accept mandates for collective management. We provide the technical infrastructure for such organisations to use.
- We do not grant protection titles, rank monuments or inscribe heritage — those are powers of state authorities. Records on the system do not replace those procedures.
- Some asset groups and features are still being built. The current list is in the capability description; we do not present features that are not yet in operation as existing capability.
